I've always wondered, would a pair of Paramedic scissors work well for this situation? Possibly with a float attached.

They're designed to cut just about anything, and are set up so they don't cut skin (no sharp points, flat part to get under clothing)

Too bulky?

There is only a single record of an Orca attack on a Human in the wild, in 1972, and the guy didn't even die. Every headline around this has been for an Orca in captivity.

You need a constant 15 knots for a decent experience, 20 is better. Don't fly it much more than 25 until you have a lot of practice.

I seriously think you can start kiting just by picking up from the beach after good days. Put them up as found and then use them after they go unclaimed for a month.

The Squamish fee includes, as mentioned, ACTUAL services. If the parks people ran a rescue jet ski(or two) all day and had launchers I could start agreeing with the financials. As far as I know, Nitnat doesn't even have a full time parks person, they just come around sometimes.
