Downwinder's

While watching the windline just a few hundred meters away at Cook, with Andrew today.
We discussed doing a downwinder from Esquimalt Lagoon to Cook.
I'm almost sure there has been talk of this before on this Forum.
But I can't remember what the final thoughts were..
and am not sure where to find the old post.(and too lazy)
I know you'd have to stay out of the way of the planes that come in for their landings.
But are you even allowed to go past there?
No old kites, PFD.. Boat would be preferable, and all that.
But I'm just wondering about the rules around the ships, and aerodrome(planes).
Please.. somebody.. Anybody..
