Apparently there is no access as it is a wildlife refuge but the shallow reef to Miner Isl must be wicked during a SE.

leaving Port Townsend, we sailed by there on august 30th 2007 around 2:45 pm with 20-25 knts west... man, it was already rockin pretty good at 20knts with +/- 4-5 ft wave...gets wicked fetch on a west, just like Whidbey Island gets....that was a fast crossing to Lopez Island...!!
on a SE, you might be in the lee of Whidbey?

we didn't stop neither got too close to the island since it's a US Navy operating area...similar to Whiskey Golf i guess, but never know with american, you could become the ennemy...

speaking of island, i'm lurking this one....

I wish I could quit my job, sell my house, and set up a cozy cabin on that little Island. The exposure would make things so exciting!

Hi Frank do you know the wind conditions on Whidbey Island compare to here in Victoria? Is it a lot less windy or similar to here year round?

I might move there this summer for three to four years.
