If you think you can you probably can. I don't like can'ts. It's probably direct experience you are looking for though, not inspiration. But I say if the wind can hi the shore you should try. I live on salt spring though so I get desperate and lonely up here and at times will try anything, including employing locals to (self) launch me (pretty much the same thing at times), going to sketchy locations, and running for wind in a variety of places. fishermen, boaters no like kiters/wsfers much, wind directly onshore on the beach but you could probably become popular and launch out of the boat launch area or off the breakwater.

Are you talking about China Creek up near Port Alberni or China Beach out near JR?? Or just China?
I seem to remember a fairly expansive sandy beach at China Beach Campground - an easy downhill hike from the campground with kite gear, not so much with w/s gear. If memory serves me correct, it would be great for kiting , if there's wind.
China Creek near PA is do-able on a lower tide. You can launch on the point where the wind is a bit more sideshore. Boaters aren't really an issue from what I've seen. Most are very curious and even helpful if needed. You can always come into PA and kite off the pier at HQ. Better wind but you may need help with the launch/land.

I was talking about China Beach, got some good advice about waiting till low tide if possible.
There seams to be a headland which could create a wind shadow. Wasn't sure if it was a show stopper or not.
Looks doable though, maybe a walk down the beach to clearer air
