Board Construction
Technically EPS foam and glass is a sandwich, although a pretty lame one. The carbon is probably around footstraps, mast track and fin. The problem with not having a layer of pvc(or another closed cell foam) or a wood laminate, is any crack or damage to the glass you will absorb water instantly, because eps is open cell.
To expand on EVA(what foot pads are made of) decks, cracks can occur underneath the EVA without being seen and your board will get heavier and heavier.
