Tofino July?

Tofino July?
Going to spend a week in Tofino area in July. Mostly a family trip, play around in the small surf, camping, etc.
But will bring the kite gear just in case. What's the realistic probability of an advancing beginner being able to get out there, on a 12m? Surf in July is usually tiny, so that shouldn't be a huge factor (I'm not ready to play in the waves, would just aim to get past them to the outside). But is wind consistent enough?
Living there in summers in the late 80s, seemed it was always blown out. But now that I am chasing wind, I now realize most of those blown out junky surf days aren't actually windy enough to kite. Doh!
I have this vision of a downwinder from Long Beach to Wick, with drop off and pick up at each end. But maybe that's not realistic, with a combination of skill, wind consistency, and lack of sailing partner.
